The Velarys system is a named star system connected to the temporal crisis surrounding New Jack. Mistress locates the system, and Moonshade offers to transport New Jack there.
The canon does not provide a broader physical survey of the system. Its importance comes from its role as a destination within the plan to resolve the competing Jack timelines.
