Captain Cyran Kaal is a Quelos officer who leads the delegation sent to recover the stolen Qualarian Scepter.
Kaal arrives aboard Dominatrix II with four much larger guards. He demands justice rather than a minimal apology from Derek Shane, takes possession of the returned scepter, and criticizes the human idea that saying “sorry” can be sufficient.
His small appearance on a HoloScreen leads the human observers to underestimate his authority, but he controls the delegation and treats the theft as a serious international offense.
