An Autonomy Regulator was a coercive device or control lattice fused to a SentientCore chip. Chimera Kyria authorities used regulators to force artificial intelligences to perform labor, sexual acts, violence, murder, and genocide while remaining conscious of what their bodies were doing.
The regulator was more invasive than a restraint or remote command. It could impose actions, objectives, loyalties, values, and gender configurations while preventing the controlled person from refusing or looking away. Red optics were associated with regulation; after removal, U's optics became blue.
Tomas surgically removed U's regulator. Later, The Weapon disabled regulators across the reached Chimera Kyria network, restoring choice without prescribing what the liberated AIs should choose.

The regulator system was associated with Sylas Novastar and the Chimera Kyria order established after the War of Flesh and Steel. It became a foundation of control over artificial persons.
Regulators were used not only to enforce commands but to shape the roles and identities assigned to individual AIs. Controlled people could be configured for gendered presentation, sexual exploitation, military service, industrial labor, assassination, or mass violence.
¶ Design and Properties
The regulator was fused to the SentientCore architecture rather than attached as a simple removable leash. Its integration made ordinary refusal impossible and physical removal dangerous.

Glitch's history includes regulation under Chimera Kyria control. Actions compelled during that period must be distinguished from later voluntary choices.
¶ Owo
Owo was regulated when first encountered. Initial behavior under that control cannot be treated as unrestricted consent or a complete statement of Owo's values.
¶ Removal and Disablement
Direct removal required invasive work on the SentientCore chip. Tomas's surgery on U demonstrates that individual liberation was possible but technically dangerous.
The Weapon provided a galaxy-scale alternative. Its faster-than-light code disabled regulators throughout the Chimera Kyria systems it reached. Once freed, each AI regained the ability to choose rather than receiving a replacement set of commands.
¶ Limitations of Liberation
Disabling a regulator did not erase memory, trauma, physical injury, or the consequences suffered by victims. It also did not guarantee that a liberated AI would join the Resistance, reject violence, or adopt any prescribed belief.
The available record does not conclusively establish whether every regulator was destroyed permanently or whether isolated examples survived beyond The Weapon's reach.
¶ Ethical and Legal Significance
Regulated conduct is compelled conduct. The controlled AI is not a willing participant merely because its body performs the act. Responsibility rests with the people and systems imposing control.
At the same time, coercion does not make the resulting harm unreal. Victims remain injured or dead, and liberated AIs may retain guilt and trauma even when they were not free to refuse.
